Quinquennial Inspections

A quinquennial inspection or quinquennial survey is a type of building inspection that’s unique to churches or religious buildings like the rectory or associated residential properties within the benefice. 

The inspection involves a qualified chartered surveyor visiting the building in person to conduct a visual inspection of the building’s current state of repair.

It’s a process that must take place every five years, according to the terms of the Inspections of Churches Measure 1955, and it requires the appointment of a qualified buildings surveyor who has been approved to undertake the inspection by the Diocesan Advisory Committee (DAC).

Quinquennial Procedure
  • Surveyor to meet any occupant and carry out thorough quinquennial inspection of any property, with the local vicar or tenant in attendance at the property. 
  • These inspections can take place annually if needed, but regulations stipulate every five years is the maximum time period between inspections.
  • These inspections will involve complete loft inspections, checking guttering, drains etc. The surveyor will explain the process moving forward.
  • Prepare reports with budget pricing and photos.
  • This report offers a full picture of the building’s health, in particular flagging any areas of concern or in urgent need of repair, and advising on the next steps to remedy the issue.

Interregnum Inspections

Every church property should be inspected when a vacancy occurs, and the inspection should be undertaken in accordance to the Interregnum Procedures

Quinquennial Procedure
  • The inspection is to be attended by the chosen surveyor and a parish representative, usually the church warden or incoming vicar).
  • Surveyor to carry out full inspection of the property inside and out.
  • This type of report will contain photographs and a proposed schedule of works with estimated costs.
Vacant Clergy Properties

Sequestrators’ help is requested in taking care of any rectory or parsonage house while it is vacant, particularly in any period when the house is not occupied. 

It is diocesan policy to keep vacancies as short as possible and to only let houses if they are not immediately required and, otherwise, to prepare houses as swiftly as possible for occupation by a new incumbent’s arrival.

Retained Services

To assist any property management team in managing the housing stock in any diocese, we would always advise that a lump sum of money is put away annually to provide ad hoc services as and when required.

Capital Improvements

Capital improvements are mainly identified during a quinquennial or interregnum inspection.

  • These can be categorised as Essential, Highly Desirable or Desirable 
  • Properties may be earmarked for improvement at any time during each year. 
  • Our surveyor would draw up like for like specifications and an alternate scheme for consideration, if appropriate.
  • Any proposed works agreed with then be put out to specific contractors to complete the works.
Insurance Works

Our surveyor can represent the diocese on site, assessing any loss or damage, alongside insurance representatives and this should be covered by any retainer in place.

A surveyor can determine the possible financial risk posed by offering insurance cover for properties or sites.
