The Renters’ Rights Act 2025: Implementation Dates & Timeline

​​This roadmap provides an implementation timeline for the Renters’ Rights Act 2025. It explains how the government is supporting the sector to prepare for implementation. This is part of the government’s manifesto commitment to abolish Section 21 evictions, transforming the experience of private renting.

The government roadmap sets out four defined phases, covering everything from the abolition of Section 21, to the creation of the national PRS Database, and right through to long-term updates like Awaab’s Law and a new Decent Homes Standard for private rentals.

Below is a clear breakdown of each phase, followed by a practical overview of what landlords and agents should be doing right now:

PHASE 1 — Immediate (Royal Assent → Early Preparation)

Status: Already in force

The Act has received Royal Assent, meaning the legislation is live even though many elements are not yet operational. This phase is essentially the “preparation window” before the major reforms land.
