Agreed sales are following a similar path, with the latest reading of <strong>-9%</strong> marking the least negative position since mid-2025. The bottom line is that the market isn’t busy, but the mood is really improving.</p><p>The outlook for sales activity over the next three months is marginally positive, which points to a relatively flat run in the coming months. However, confidence strengthens when looking further ahead into 2026. Sentiment around the twelve-month sales outlook is looking very positive, with the industry expecting activity to pick up over the course of the year. If the market can sustain this, it points towards a gradual recovery rather than a sudden bounce in new activity.</p><p>Movement remains limited on the supply of new properties to the market. New instructions are relatively stable month on month, while market appraisal activity is only just behind last year’s pace. Sellers are not flooding the property market or pulling back sharply. For now, supply conditions feel stable.</p><p>House prices appear to have stabilised nationally. The ‘headline’ measure remains negative at <strong>-10%</strong>, but this has also steadily improved over the last few months, suggesting that downward pressure is starting to ease. However, regional differences are becoming more pronounced. Northern England continues to show firmer momentum, while the South East and East Anglia remain softer, but gradually improving.</p><p>Expectations still point to relatively flat pricing over the next three months, but looking further ahead, sentiment is upbeat. However, this does bear some consideration before we get too despondent. The acute and chronic speculation about what would be in the November 2025 Budget was damaging to the market, especially in regard to buyers with money, who had worked and saved hard to put them in a position to buy a second home or comfortable retirement property. Typical of the type of transaction which underpins the Norfolk Market, as it does many other “lifestyle” areas of the UK.</em></p><p><em>What we are now seeing is the return of some these types of buyer, although this activity takes a little time to gain traction in terms of agreed transactions with many starting “from scratch” in January.</em></p><p><em>Its been noticeable that there is improved activity from second home buyers and first time buyers. Improved confidence prompted by slightly lower interest rates, and encouraging economic statistics and commentary seem to be influential in this respect. Had the weather not been so bad at points during January and February, I suspect the market statistics would have been even more encouraging.</em></p><p><em>With stock levels fairly strong, agents are needing to work hard with buyers to stimulate desire and urgency by closely matching available properties closely to buyers requirements.&#8221;</em></p>								</div>

									<ul><li>Buyer demand metric continues to sit in slightly negative territory</li><li>National house prices are still seeing some downward pressure</li><li>However, the outlook does appear to be brightening somewhat, with near-term sales expectations improving noticeably</li></ul><h2>Residential Sales</h2><p>The <a href="https://www.rics.org/content/dam/ricsglobal/documents/market-surveys/uk-residential-market-survey/June-2024-RICS-UK-Residential-Market-Survey.pdf" target="_blank" rel="noopener">June 2024 RICS UK Residential Survey</a> results continue to point to a relatively subdued market backdrop at present, with indicators on buyer demand, sales, and prices remaining in slightly negative territory. That said, despite recent months showing a softening in momentum, respondent&#8217;s expectations have now turned a little more optimistic with regard to the near-term outlook for sales activity. At a headline level, the new buyer enquiries measure posted a net balance reading of -7% in June, broadly in line with the figure of -8% returned last month.</p><p>As such, this indicator continues to signal a modest weakening in demand from home buyers, marking the third month in succession in which enquiries have reportedly slowed. At the same time, the newly agreed sales gauge posted a net balance of -7% this month, marginally less negative than the reading of -13% seen in the previous iteration of the survey. These two downbeat readings followed a brief period of recovery earlier in the year, which looks to have slipped into the reverse of late.</p><p>Notwithstanding this, forward-looking sentiment has improved in the latest results. Indeed, a net balance of +20% of respondents now foresee residential sales volumes recovering over the next three months. This is up from a reading of +10% last month and does in fact represent the most upbeat figure for the near-term sales expectations indicator since January 2022.</p><p>Meanwhile, the flow of new instructions coming onto the sales market slowed during June, evidenced by a net balance reading of -9% being registered. Interestingly, this brings to an end a sequence of six consecutive positive monthly readings for the new listings measure beforehand.</p><p>The latest reading for the new market appraisals indicator also came in at just +1% (down from +17% in May). Consequently, as this most recent figure is so close to zero, it suggests the level of appraisals undertaken of late is now largely flat when compared with twelve months ago. For house prices, the headline net balance remained unchanged compared to last month, coming in at -17% once again. This modestly negative reading continues to indicate that house prices are, at the aggregate level, still moving slightly lower. Within this, East Anglia, the South East, and South West of England all returned negative readings for house prices this month.</p><p> </p>								</div>

									<p>Conversely, prices in Northern Ireland and Scotland remain on an upward trajectory according to survey respondents, recording positive net balances of +64% and +29% respectively. While the recent picture for house prices has remained somewhat negative across much of the UK, it is particularly noteworthy that near-term price expectations stabilised during the latest survey round. Indeed, having been stuck in contractionary territory for the past two years, the three-month ahead price expectations series recorded a net balance of +5% in June.</p><p>This neutral reading implies that respondents now sense the decline in house prices has largely run its course. Moreover, at the twelve-month time horizon, a net balance of +41% of contributors expect to see an increase in house prices. </p>								</div>

									<h2>Lettings</h2><p>Across the rental market, a net balance of +28% of survey participants saw a pick-up in tenant demand during June (part of the non-seasonally adjusted monthly lettings dataset). Meanwhile, the new landlord instructions net balance slipped from -3% to -11%, pointing to a renewed decline in rental listings. Going forward, a net balance of +38% of respondents anticipate that rental prices will rise over the coming three months. This is very much in keeping with the trend seen since January, with the near-term rental expectations net balance remaining in a tight range of between +38% and +34% over the past six months.</p>								</div>

									<h4><strong><em>Ray Smith, FRICS &#8211; Senior Officer &amp; Business Leader comments on the latest UK Market Report</em></strong></h4><p><em>Sales market activity continued holding up well until the 10 days immediately preceding the election, especially as regards new market appraisals and viewings.   The election distraction factor was multiplied by the Euros and you could feel people&#8217;s attention was elsewhere, especially for those at the start of their moving journey where a couple of weeks delay is neither here nor there.</em></p><p><em>In the week following the election, viewing levels have picked up and the new government&#8217;s focus on the economy and new housing delivery has been well received. </em></p><p><em>June once again highlighted the extremely high demand for rental properties and the insufficient supply, resulting in continued rent increases in high-demand areas. </em></p><p><em>Market confidence appears unaffected by the general election and Euros (C&#8217;mon England!!)</em></p>								</div>

This appears to be linked to the recent scaling back in expectations around the degree of monetary policy loosening likely to be pushed through by the Bank of England during the second half this year. Nevertheless, respondents still foresee a modest recovery in residential sales volumes getting back on track over the months ahead. For the aggregate new buyer enquiries series, the latest net balance reading of -8% is down from a figure of -1% beforehand. As such, this is consistent with a modest drop-off in demand over the month. Furtheremore, the latest return marks the softest reading for this metric since November of last year. When viewed at the regional level, the most noticeable decline in buyer enquiries came in the South East and South West of England (exhibiting net balances of -27% and -23% respectively). At the same time, respondents also reported a fall in the number of sales agreed during May, evidenced by a net balance reading of -13% being recorded for this month (down from +4% last time). Going forward, despite the recent stumble, near-term expectations point to sales volumes picking up modestly over the coming three months (posting a net balance of +6% compared to zero previously). Moreover, the outlook for twelvemonths ahead remains relatively upbeat, with a net balance of +43% of survey participants anticipating an uplift in sales activity (an increase from a figure of +33% in April). 									<p>Alongside this, the flow of sales instructions coming onto the market continues to rise, with the new listings indicator registering a net balance of +16% in May. As a result, the volume of fresh instructions coming onto agent&#8217;s books has now improved for six consecutive months. Painting a similarly positive picture for changes in supply on the second-hand market, a net balance of +17% of respondents report that the number of market appraisals undertaken of late is higher than a year ago (representing the fifth reading in expansionary territory for this metric). Looking at the most recent trend in house prices, the headline series retreated in May, posting a net balance of -17% compared to -7% in the previous iteration of the survey.</p><p>Consequently, having held broadly steady in both March and April, the latest reading (being the most negative return since January) suggests that house prices fell slightly during the month. That said, while prices pulled back to a certain degree in virtually all regions of England during the latest survey period, Scotland and Northern Ireland continue to see a very different picture, with prices remaining on an upward trajectory in both cases. With respect to the near-term outlook for prices at the national level, expectations suggest that some further downward pressure could be seen in the coming three-months, albeit the net balance of -12% is only very marginally negative. At a slightly longer timeframe however, contributors remain firmly of the view that house prices will move higher over the next twelve months. In fact, the latest net balance of +41% for the year-ahead price expectations indicator is the most elevated reading since April 2022 (up from +38% last time).</p>								</div>

Alongside this, landlord instructions were more or less flat (net balance -3%), marking the first occasion since August 2022 in which this measure has moved into neutral territory. Going forward, near-term expectations point to rental prices continuing to move higher, even if the pace of growth is likely to be more modest than that seen during much of the last eighteen months (the current net balance of +35% is noticeably more moderate than the +53% average reported throughout 2023).</p>								</div>

This is primarily due to landlords setting rental prices above the already high current market values, hoping to capitalise on the high demand. However, this strategy often backfires, resulting in extended vacancy periods for these overpriced properties.</em></p><p><em>Properties that are priced in line with market expectations are seeing strong interest from tenants. These well-priced rentals are quickly snapped up, reflecting the readiness of tenants to commit when they perceive value for money. With respect to new buyer enquiries, the headline net balance for this indicator softened to <strong>-1%</strong> in April, down from a reading of <strong>+6%</strong> previously.</p>								</div>

									<p>As such, this brings to an end a run of <em>three consecutive positive monthly results</em> beforehand, with the latest return indicative of a broadly flat trend. That said, the feedback around buyer demand is mixed at the regional level, with any loss of impetus mainly concentrated in London and Southern parts of England.</p><p>Meanwhile, the agreed sales metric did improve slightly in April, posting a net balance reading of <strong>+5%</strong> compared to <strong>-5%</strong> last month. Although the latest return does in fact mark the most positive reading since early 2021, it is consistent with only a marginal up-tick in monthly sales volumes.</p><p>With financial markets recently paring back expectations around the potential scale of monetary policy loosening this year, near-term sales expectations appear to have been adversely affected. Indeed, the net balance for sales expectations over the coming three months dipped to <strong>-1%</strong>, marking the weakest reading since October 2023 (and now signalling a more or less stagnant near-term picture). Nevertheless, respondents still foresee a stronger trend in sales activity coming through at the twelve-month horizon, even if expectations have turned a little more moderate (net balance <strong>+33% vs +46%</strong> last month).</p><p>Looking at the supply available on the market, a net balance of <strong>+23%</strong> of contributors noted an increase in the flow of new instructions during April. Significantly, this represents the most elevated figure for the new listings gauge since late 2020. Furthermore, average stock levels have now picked up to a three-year high, at 43 properties per branch. Going forward, the pipeline for new instructions appears solid, evidenced by a net balance of <strong>+20%</strong> of respondents reporting that market appraisals are up on an annual comparison.</p>								</div>

									<p>For the headline house price indicator, the April net balance was unchanged from last month, registering a figure of <strong>-5%</strong>. Once again, this is signalling a largely stable trend in house prices at the aggregate level. Moreover, virtually all parts of England returned either a flat or marginally negative reading for the house price series. By way of contrast, both Northern Ireland and Scotland continue to see an upward trend in house prices.</p><p>Over the near-term, sentiment around the outlook for prices has turned a little more cautious as the national three-month expectations net balance slipped to <strong>-13%</strong>. Even so, twelve-month expectations remain consistent with house prices returning to growth at the aggregate level, posting a net balance of <strong>+38%</strong> in April (identical to the reading seen in March). When broken down, all parts of the UK are anticipated to see some uplift in house prices at the twelve-month time horizon.</p><h2>Lettings</h2><p>In the lettings market, the latest feedback suggests tenant demand growth continues to lose momentum. In the three months to April, a net balance of <strong>+12%</strong> of survey participants reported a rise, easing from a reading of <strong>+28%</strong> and marking the least positive value since April 2020 (part of the quarterly seasonally adjusted lettings dataset). Alongside this, landlord instructions remain in short supply, with the latest net balance of <strong>-13%</strong> again, pointing to a weak picture. Going forward, rents are still seen rising by a net balance of <strong>+33%</strong> of respondents, albeit this marks a three-year low for the near-term rental growth expectations metric.</p>								</div>

									<h4><strong><em>Ray Smith, FRICS &#8211; Senior Officer &amp; Business Leader comments on the latest UK Market Report</em></strong></h4><p><em>&#8220;A stall can always be expected the month after a budget, lenders increase mortgage costs and there is a bank holiday in the month.  Our sense of things is that buyers have paused and will go again.</em></p><p><em>There hasn&#8217;t been a rush away from furnished holiday lets following the tax changes announced in the budget, a further indication that buyers and sellers are making considered decisions in the face of a fast-changing market and in the main are tweaking the plans rather than shelving them.</em></p><p><em>The rental market, although still buoyant, has stabilised over the last quarter. The surge in rents to unprecedented levels has resulted in decreased tenant demand, with renters opting to stay in their current accommodations for longer periods and delaying moves. Additionally, housing stock continues to dwindle as landlords struggle with their costs, even with elevated rental rates.</em></p><p><em>To rebalance the market, additional housing stock is essential, and the government must take proactive steps to incentivise landlords and enhance the market&#8217;s attractiveness. Otherwise, tenants will bear the brunt, facing escalating rents and a constrained selection of rental properties.</em></p><p><em>In the Mortgage Valuation market, we are seeing a lot of re-financing whether that be for small businesses looking to enter the market as start ups or more experienced property investors looking to take advantage of deals that are coming to the market through the many Auction Houses across the country&#8221;.</em></p>								</div>
